The DENIC letter is short and extremely well written. Furthermore
I do believe that setting the .de contribution at 85,000 USD
DENIC helps the community and ICANN to determine the correct 
level of financial contribution from the ccTLDs for the IANA service.

You may wish to recall one of initial lists of ccTLD contributions,
when ICANN was asking for 1.5 million USD and the ccTLD community
were able to raise 720,000 USD:
