Point taken, Mohamed. Let's rather not rush the discussion then & give more
time to it.

Subject: [Aftld-discuss] IDN Policies on ccTLDs

Dear Vika

Congratulation on Born of your baby girl, hope she and her mom are healthy
and fine .

ApTLD workshop was very reach of good presentations and content, for IDN
position there is still on going discussions on different levels based of
latest ccNSO-GAC IDN issues paper, which is raising more complex questions
then answers, this discussion will continue on San Juan .

based on my personal opinion i see 2 dimensions of policies on IDN ccTLDs,
the first is general technical guidelines "set of rules not binding to cc's
but can be considered as current best practices to implement IDNs, which IDN
guidelines v.2.2
<http://www.icann.org/topics/idn/implementation-guidelines.htm> MailScanner

MailScanner has detected a possible fraud attempt from "www.icann.org"
claiming to be
"http://www.icann.org/topics/idn/implementation-guidelines.htm" will set
some guidelines for the cc's for the first time, as the original guidelines
was intended to by binding for gTLD registries only ") .

the second dimension of policies will be the public related policies which
internal issues the ccTLD manager with consultation with it's government "my
opinion" should address and solves, public issues like which languages to
use in countries with more than 1 official languages and what character set
to be used, and those issue may take long time to build a consense of local
Internet community around it .

i don't think translating current ISO 3166 list should be an option that
imposed by ICANN or any other organization, IDN.IDN of IDN on ccTLDs Top
level and what approach to be take from ICANN side will be very hot and long
debate, on the other hand IDN.ASCII (2nd Level IDN) could be implemented
sooner ( many current IDN ccTLD deployments are based on 2nd level IDNs) .

i guess we need to have more discussion internally about those issues, am
not sure if any significant development will be achieved in San Juan.

Unfortunately, i will not be able to attend San Juan meetings, i hope some
African cc's will be available there .

Regards,
Mohamed

Dear Excom members,

I quickly ran through the APTLD's IDN position & I think I am comfortable
with their proposal. I suggest we support it at ICANN San Juan through a
written communique. Mohamed EL Bashir, what's your take here? Is there any
Excom member going to San Juan? I have decided against it due to urgent
family developments. My wife & I were recently blessed with a baby girl who
was born premature, but is in a good condition.

We may consider sending this APTLD position to AfTLD discussion list asking
our ccTLDs to comment no later than Friday, 22 June.

Regards,
Vika
